Besides that all SEO stuff that you mention, there really affordable ways of advertising.
If you take a look at the right column of my blog, you’ll see some space for advertising starting at just 2 cents per day. It’s not pay per click or per view, it’s really 2 cents per day. One can set maximum bid and running time.
I got adverting on 5 sites and in about 15 days only spent about 3 dollars.

I recommend article marketing and article distribution in large quantities, not to forget quality either. Submit articles to sites like ezine, hubpages, goarticles, squidoo and there are lots more.
